In a significant move, 34 countries contributing troops to the United Nations Interim Force in Lebanon (UNIFIL) issued a joint statement on October 12, 2024, condemning ongoing attacks on peacekeepers in the region. This statement reflects growing concern over the safety of personnel amid escalating tensions between the Israel Defense Forces (IDF) and Hezbollah.

India’s Position on the Joint Statement

Though it did not sign the joint declaration, India, which has 903 people stationed under UNIFIL, voiced complete support for the ideas articulated in it. The Indian Permanent Mission to the UN stressed how crucial it is to protect peacekeepers’ safety and security in compliance with current UN Security Council resolutions. India, one of the 34 nations that contributes significantly to UNIFIL troops, said that it “fully aligns” with the united statement released by these nations.

The statement comes in the wake of increasing violence and military confrontations along the Blue Line, the border demarcation between Israel and Lebanon. This region has historically been a flashpoint for conflict, and recent clashes have raised alarms about the safety of those tasked with maintaining peace.

Rising Tensions and Attacks on Peacekeepers

With continuous ground combat between the IDF and Hezbollah, there has been an increase in the turbulence in southern Lebanon, which has resulted in direct attacks on UNIFIL sites. Recently, there was an attack on the UNIFIL headquarters in Naqoura that left peacekeepers injured. There are significant worries over the safety of the staff when reports surfaced that at least five of them had injuries in the past few days.

On October 11, 2024, two United Nations peacekeepers were injured due to an Israeli strike while the IDF was engaged with Hezbollah. This incident highlights the risks faced by peacekeepers stationed in the area, who often find themselves caught in the crossfire of larger military operations.

India’s Emphasis on Peacekeeper Safety

The Ministry of External Affairs of India emphasized the necessity of taking action to safeguard UN workers in light of the worsening circumstances. According to the ministry, “We are concerned about the declining security situation along the Blue Line.” We’re still keeping a careful eye on everything. All parties must uphold the UN peacekeepers’ safety and the integrity of their mission, and necessary steps must be made to preserve the inviolability of UN property.

The emphasis on safety is particularly poignant given India’s significant contribution to the peacekeeping mission. With personnel actively engaged in a region fraught with danger, the Indian government remains vigilant about the security of its troops.

UNIFIL’s Stance Amidst Hostilities

In spite of the increasing level of violence, UNIFIL has decided to stay close to the border. UNIFIL spokesman Andrea Tenenti reaffirmed that peacekeepers will not leave their positions in spite of calls from Israel to do so. Tenenti said that there was a consensus agreement to stay because it is crucial for the UN flag to be flying high in this region and for the organization to be able to report to the Security Council.

This choice demonstrates support for the UN operation in Lebanon despite risks. Nonetheless, the state of affairs is still unstable, as recent military actions have damaged UNIFIL installations. The leadership of the organization is still fighting for employee safety and reminding everyone involved of their responsibility to safeguard UN employees and property.

The Role of the IDF

The IDF has acknowledged the recent incidents involving UN peacekeepers and expressed regret over the injuries sustained. On October 11, IDF soldiers reported that they responded to what they perceived as an immediate threat during operations in southern Lebanon. An initial assessment indicated that a UNIFIL post was hit during this response, leading to the injuries of two Sri Lankan peacekeepers. The IDF has committed to a thorough investigation into the matter.

Diplomatic Solutions Essential for Peace

The rising tensions in the region have prompted calls for diplomatic resolutions to prevent further escalation. Tenenti has warned that the ongoing conflict could spiral into a larger regional crisis with catastrophic consequences for everyone involved. He emphasized that the only viable solution lies in diplomatic negotiations rather than continued military confrontations.

The safety of peacekeepers in Lebanon remains a paramount concern as violence continues to escalate between Israeli forces and Hezbollah. The joint statement from 34 nations underscores the need for all parties to respect the UNIFIL mission and ensure the security of its personnel. As a significant contributor to this peacekeeping force, India’s alignment with the statement emphasizes its commitment to peace and security in the region.

With the situation still fluid, the international community watches closely, hoping for a resolution that prioritizes human safety and upholds the principles of peacekeeping as outlined by the United Nations.
